In order to counter delicts in the Church a proper "preliminary investigation" is of utmost importance. In most cases, delicts are connected with other malpractices: misappropriation of parish money, abuse of power, authoritarian behaviour, improper behaviour with subordinates and / or with others and so on. Unless there is a firm will to address every improper comport, it would be impossible to eradicate grave delicts. Zero tolerance should be the norm in tackling every abuse in the Church and not just those delicts of sexual abuse against minors. This study on preliminary investigation, although is focused on the above mentioned vademecum, nevertheless, does not limit to sexual abuse of minors by clerics, but takes into consideration delicts in general.
